BBC Gaza Film Considered a 'Significant' Infringement of Broadcasting Regulations, States Broadcasting Watchdog

The public service broadcaster engaged in a "major breach" of media regulations by failing to disclose that the narrator of a programme about the Gaza situation was the child of a Hamas official, according to regulatory body Ofcom.

An inquiry by the media regulator into Gaza: How to Survive a Warzone has found that the programme was "materially misleading".

The head of the BBC had earlier expressed regret, saying there had been "a serious error in relation to factual correctness".

The authority has ordered the corporation to air a evening declaration about its conclusions.

"Given this constitutes a significant violation of our code, we are ordering the corporation to air a announcement of our determinations against it on the BBC's second channel at 21:00, with a timing to be confirmed," it said.

'Potential to Erode Trust'

The authority's statement said: "The inquiry we conducted found that the programme's failure to disclose that the presenter's father served in a post in the Hamas-run administration was substantially inaccurate.

"It meant that the public did not have critical information which may have been very significant to their evaluation of the presenter and the information he presented.

"Confidence is at the heart of the relationship between a media organization and its audience, notably for a national broadcasting corporation such as the British Broadcasting Corporation.

"This oversight had the potential to undermine the very considerable degrees of credibility that viewers would have put in a documentary produced by the BBC about the Israel-Gaza war."

The documentary was removed from iPlayer in February after the boy's family links were revealed, and in the month of July an corporation's own inquiry determined it breached the broadcaster's journalistic standards on factual correctness.

A representative for the broadcaster said: "The regulator's decision is in agreement with the results of the corporation's inquiry, that there was a major oversight in the programme in relation to the corporation's content standards on truthfulness, which aligns with regulation 2.2 of the regulator's media standards.

"We expressed regret for this and we comply with Ofcom's decision in complete. We will comply with the directive as soon as the date and language are determined."
