Nineteen of the Russian's twenty-one victories have been earned on hard courts
A resurgent Medvedev claimed his first championship for nearly 30 months with a win over Frenchman Moutet in the competition title decider.
Medvedev, a former number one, has had a challenging season, winning just one win at the major tournaments and experiencing a setback at the American major.
Medvedev's inconsistency on the professional circuit - and struggles with his serve in particular - resulted in him falling of the world's top 10 and ultimately parting ways with former mentor Cervara.
Now collaborating with his coach and his other coach, the tennis star has steadily progressed in the recent weeks - peaking in a closely contested 7-5 4-6 6-3 victory over Frenchman Moutet.
It is Medvedev's maiden trophy after the Rome competition and first on a hardcourt since that period of 2023.
Success also means the Russian has won 21 titles at 21 different tournaments.
"For the first time I have attended a event with my two daughters at once, so to win a title is particularly special," commented world number 14 Daniil Medvedev.
"This victory is in honour of my younger daughter her name, because the maiden victory I won when my older daughter my daughter was born was for her."
The athlete, the past champion, had lost his past six championship matches, featuring in Halle in the past months.
The player's retrieving strategy and regular reactions on the playing surface had caused observers to question if his ability to perform at the top level was finished.
However the player has made changes in the past month, making an effort to come to the net and compete positively, backed up by an enhanced serving game.
He recovered from a disadvantage in the initial set against the tricky opponent, securing four of the last five points to go ahead.
The competitors exchanged service breaks in the following set before the Frenchman, striving for his maiden ATP Tour championship, took control to create a third set.
He saved 4 initial chances in a close deciding set before the champion broke to 15 to secure the win.
Suitably, Medvedev secured victory with a rally at the net area, with Moutet incapable to handle a return after a lengthy match.
